In compliance with the Inland Revenue Board (IRBM) mandate which was gazetted in Dec 2023, we would like to announce that we will be implementing electronic invoicing (e-Invoice) starting 1 August 2024. This page provides detailed information about the e-Invoice system, its benefits, and the integration with the IRBM’s e-Invoicing portal called MyInvois.

What is e-Invoice

An e-Invoice is a digital representation of a transaction between a supplier (in this case, UNM) and a buyer (students). e-Invoice replaces paper such as invoices, credit notes, and debit notes.

An e-Invoice contains the same essential information as traditional document, for example, supplier’s and buyer’s details, item description, quantity, price excluding tax, tax, and total amount, which records transaction data for daily business operations.

FAQs

What is e-Invoice?

An e-Invoice is a digital representation of a transaction between a supplier and a buyer. It is transmitted electronically to and validated by the Inland Revenue Board of Malaysia (IRBM). The information of the e-Invoice will be stored in the IRBM's database after validation.

Why is the 188体育网址_188体育在线-【唯一授权网站】@ implementing e-Invoice?

To comply with the Inland Revenue Board’s (IRBM) Dec 2023 mandate and to improve efficiency and transparency in our invoicing processes.

Are all businesses required to issue e-Invoices?

Yes, per the IRBM e-Invoice Guideline, all businesses will be required to issue e-Invoices. e-Invoice will be implemented in phases according to annual turnover or revenue thresholds as stated in the statement of comprehensive income in the FY22 Audited Financial Statements.

When does this change take effect?

The e-Invoice system will be implemented starting August 1, 2024.

How will e-Invoice affect me as a student?

You'll receive digital invoices for tuition and other university fees.

Will I still receive paper invoices?

No, starting August 1, 2024, all invoices will be electronic and you will be required to validate the e-Invoice through an email notification from IRBM’s MyInvois Portal. Once you have done this, UNM will email you the final/validated e-Invoice.

What is the timeline to accept / reject the e-Invoice?

As mentioned above, you will receive an email notification from IRBM upon validation of e-Invoice. Any rejection request from you should be made within 72 hours from the validation.

When / why should you reject the e-Invoice? And next steps after rejection, what should you do?

If there is any inaccurate information, you will have 72 hours from the time of receipt to request rejection during the validation period. UNM will review the rejection request and cancel the validated e-Invoice if the rejection request is agreeable. Once the previous e-Invoice is cancelled by UNM, UNM will issue a new e-Invoice based on the updated information.

Will I need to take additional steps to receive my invoices?

No additional steps are required. You will receive invoices via your university’s email address.

How will this affect payment methods?

There will be no changes to the current payment methods. You can continue to pay invoices using your preferred method in Payment of Fees (Malaysian)

Where can I find more information about this change?

The university will be sending out detailed communications via email. You can also check the university's website or contact the finance department for more information at Finance.eInvoice@nottingham.edu.my 

Does the e-Invoice process my personal data?

The 188体育网址_188体育在线-【唯一授权网站】@ collects essential information such as name, identification number, address, email address, contact number for the e-invoicing purposes. Your data will be securely processed and you have the right to access your e-Invoice data and report any concerns. Where can I find more information about e-Invoice?

Are taxpayers allowed to continue claiming for tax deduction / personal tax relief without an e-Invoice?

Yes, taxpayers can continue to claim tax deductions or personal tax relief using existing documentation until such time the legislation has been amended.

  • Email to Finance Office with your student name, ID, and course to request payment advice for the full year or semester.
  • For international students, please indicate whether you require payment advice in a foreign currency (e.g., USD, GBP, or EURO).

How do I acquire a payment receipt?

Do I need to email a receipt to the Finance Office after making a payment?

  • If you made the payment via Flywire or a bank transfer to AFFIN Bank and CIMB Bank, please submit the proof of payment along with the student's name and ID.
  • Student portal will update within 24 hours if you make a payment using NottinghamHub or the Finance Counter.

If my account hasn't updated with my international transfer from CIMB Bank or AFFIN Bank after more than two weeks, what should I do?

      • Verify the beneficiary's name whether is correct: 'The 188体育网址_188体育在线-【唯一授权网站】@ of Nottingham in Malaysia Sdn Bhd'.
      • To trace payments, send a copy of MT103 with payment information (date, amount, currency, sender, and recipient) to the finance office email address.

How do I request a refund for overpaid tuition, accommodation, miscellaneous, or visa fees?

What is the deadline for the 2.5% early bird discount?

Can I use an overpayment in my tuition account to cover accommodation and other fees?

·       Please send an email to finance office to request an adjustment.

Every time I make a payment at NottinghamHub, I encounter several failures. How can I resolve this issue?

·       Check with your bank for daily transaction limits.

·       We recommend to clearing your browser's cache, following the steps below, and trying again later. Here are the steps: -

I am a Postgraduate Taught (PGT) student pursuing a module course. How can I find out the tuition fees for my modules? When is the deadline for paying for the modules?

·       Students will receive an email from the finance office about their tuition fees and due dates.

As a Postgraduate 188体育网址_188体育在线-【唯一授权网站】@ (PGR) student, am I eligible for an early bird discount?

·     For New Students: Students need to make payment for full year academic fees before or on the last day of registration.

·     For Progression Students: Students will receive an email from the Finance Office about their tuition fees, due dates, and early bird discount when they progress to the next year.

I will be transferring as an undergraduate student from Nottingham, Malaysia to Nottingham, United Kingdom. How can I know about the tuition fee?

 

SST 2025 for Non-Malaysian Students

What is SST and why does it matter? 

1. What is SST and why is it being applied to tuition fees? 

SST stands for Sales and Service Tax, a tax imposed by the Malaysian government on certain goods and services. 

Effective 1 July 2025, a 6% Service Tax will be applied to higher education services provided to non-Malaysian citizens, in accordance with the Malaysian Budget 2025 and Ministerial Orders issued on 9 June 2025. 

This tax is mandatory and collected by UNM on behalf of the Government of Malaysia. 

2. Who is affected by the 6% SST? 

The 6% SST applies only to non-Malaysian citizens, including international students and foreign nationals studying at UNM. 

Malaysian citizens and permanent residents (with MyKad or MyPR) are not subject to this tax. 

3. Will SST be applied to payments made before 1 July 2025? 

No. If your tuition and other fees are fully paid before 1 July 2025, SST will not apply, even if the semester begins after that date. 

Any new or outstanding payments made on or after 1 July 2025 will be subject to 6% SST. 

4. Will SST rates change during my studies? 

If SST rates are changed by the Malaysian Government in the future, UNM will comply with the new rate and update students accordingly. This means your fees may increase or decrease depending on any revised rate. 

5. Can I claim SST as a tax deduction (e.g. parents or self-employed students)? 

If you are a parent who is a Malaysian tax resident, the children’s education relief is a fixed amount and isn’t linked to how much you actually spend. If you are a self-employed student, you may be able to claim personal relief based on your actual education expenses, up to RM5,000 a year. Tax rules can change, so for the latest information we suggest checking with a qualified tax professional or the Inland Revenue Board of Malaysia (LHDN). 

Which fees will be taxed? 

1. Which fees are subject to the 6% SST?

SST applies to most education-related services for non-Malaysian students, including: 

  • Tuition fees 
  • Application, enrolment, and registration fees 
  • Lab/material fees (where applicable) 
  • International student fees 
  • Student letters, transcripts, courier fees 
  • Reactivation fees and other academic-related charges 

2. How does SST apply if I have a scholarship or fee waiver from UNM?

SST is calculated based on the full tuition fee, regardless of any scholarships or waivers received. This means you will be charged 6% SST on the full tuition amount, and any scholarship will be deducted after the tax is applied. 

Example: Tuition Fee Billing with Partial Scholarship and Application Fee 

Student A has enrolled into Course A and is billed the following:

Note: UNM-funded scholarships are also subject to SST under Malaysian tax law.

3. I am a sponsored foreign student. Do I still need to pay the service tax?

If your tuition fees are fully paid by an external sponsor, the SST will also be billed to the sponsor, who is responsible for settling both the tuition and the tax. 

Please confirm arrangements with your sponsor. 

4. If I am in an inter-campus exchange programme, does SST apply?

If you are enrolled at UNM and paying fees to UNM, SST will apply to your fees if you are a non-Malaysian citizen. If your home campus (UK/China) is billing you, SST will not apply. 

5. Are resit or repeat fees subject to SST? 

Yes. Any academic-related fees including resits or repeating modules are subject to 6% SST. 

6. Does SST apply to short courses, professional development or executive education? 

Yes. If these are billed as education services to non-Malaysian citizens, SST applies. 

7. Are discounts like the Early Bird Discount affected by SST? 

Yes. The 6% SST is applied to the gross tuition fee before discounts, but the SST amount will reduce proportionally with the discount. 

Example: With 1.5% Early Bird Discount

 

Student A plans to pay both Autumn and Spring semester tuition in advance and qualifies for a 1.5% early bird discount.

Which fees are exempt from SST? 

1. Which fees are not subject to the 6% SST? 

The following are exempt from SST: 

  • On-campus accommodation fees 
  • Refundable security deposits 
  • Visa processing fees 
  • Study trips (local/abroad) not billed as tuition 

2. Are exchange students (e.g. from UK/China campus) subject to SST? 

No, students under a formal exchange arrangement are not subject to SST, as they are not charged tuition fees by UNM. This is based on our present understanding of the regulations and may be updated if official requirements change. 

3. Are there SST exemptions for certain groups (e.g. OKU/disabled students)? 

Currently, there are no exemptions under Malaysian tax law for any student category. All non-Malaysian students are subject to SST. 

4. Will SST affect my visa or immigration status? 

No. SST is purely a financial/tax matter and has no impact on your student visa or immigration status. 

How do I calculate and pay SST? 

1. How is SST calculated on tuition and application fees?

Student A has enrolled into Course A and is billed the following:

2. I haven’t received my fee statement. How do I know how much to pay? 

You can check your student portal for billing details or contact the Finance Office at  finance-office@nottingham.edu.my. Please ensure your email address in the student system is up to date.

3. How will SST affect instalment payments? 

SST will be applied to each instalment. For example, if your instalment is RM5,000, an additional RM300 (6%) will be charged as SST. You can view instalment schedules on your student portal or reach out to Finance for clarification. If your instalment covers more than one type of service, some of which are not subject to SST, the calculation will be adjusted accordingly. 

4. Can I pay the SST separately from my tuition fee? 

No. SST is part of the total bill and must be paid together with tuition and related fees. 

5. How does currency conversion affect SST calculations? 

SST is calculated in Malaysian Ringgit (MYR). For international payments, currency fluctuations may affect the final amount paid in your local currency. Please check with your bank or payment provider for the latest conversion rates. 

6. Is SST refundable if I withdraw? 

No. SST is a government tax and non-refundable under any circumstances. However, your tuition refund (if applicable) will follow UNM’s standard policy.
